Teams were talking about putting a lot of it in the fuel cavity. That may restrict the tank range and lead to more pit stops. Maybe its the trade-off for getting the weight as far forward as possible.

Your answer is in Sam Michael's words, posted in another thread :
"Even by the time the car is launched it is out of date," explained Technical Director Sam Michael.
"By that we mean that some parts on it have already been rendered obsolete by other parts developed in the wind tunnel since it was released from design for manufacture."
