My interpretation/opinion, has always been that it was so if one manufacturer discovered a loophole that allowed them to get an engine performance improvement, the development path could be monitored by all of the rest. It would not necessarily give away any direct secrets regarding how performance was being enhanced. It would, however, give a series of clues that might allow other manufacturers to follow along. Unless manufacturers are not being honest with the details of their reliability improvements it is difficult to see how one engine manufacturer can get left behind. Even if an upgrade is missed by one engine supplier, they cannot work out how the improvement gives a performance improvement, by the time a second or third engine has been upgraded it should have become evident.
