This condition, known as "weepers", forced the delay of the race until tonight, 4/19, at 10pm EST.
"We never got a situation where the racetrack was presentable and safe to race on," IRL president of competition Brian Barnhart said. "The drivers would not have been comfortable and been in a position to where we could have done anything today. We had about three spots we were working on: the acceleration lane coming out of the pits in Turn 2, the deceleration lane going into the pits in (Turn) 3 and then a large section of the racetrack in Turn 4."
When the decision was made to postpone the race, Japanese drivers Hideki Mutoh and Roger Yasukawa addressed the fans, thanking them for their patience and understanding & inviting them back for tonight's race.
Since qualifications were rained out, the starting order has been set based on the drivers' respective standings in the championship order after the first two races of the '08 season: Helio Castroneves will start on pole.
The other half of the "double header", the Toyota Grand Prix of Long Beach, will be run on Sunday, 4/20, begining at 5:30 pm EST.
