Overhaul of penalty system

FIA President Max Mosley has indicated that he is considering an overhaul of Formula One's driver penalty system. It is planned that any changes would be implemented in 2004.

In an interview for the Autosport magazine Mosley on felt that previous penalties such as drive-through-the-pit penalties could be replaced by a licence points system. This would allow penalties to be imposed without the pressure of having to make decisions without all the facts been available.

Mosley said: "This system would be much more satisfactory."

He added: "Your first requirement is to be fair and what we have at the moment is bound to give the occasional odd result. Even if it is not unfair, people still think it is and that is just as bad."

The Autosport article said that Mosley had already discussed his plans with teams at a Formula One commission meeting last October. At the same meeting several teams expressed their concerns over such a system.

Even Juan Pablo Montoya, a driver severely affected by drive through penalties, was also sceptical. He said that such a licence points system was not the way to go.

Juan Pablo said: "We do want a different system but I don't think it should be by accumulating points or anything. We are racing out there and if you start accumulating points for things then no-one is going to risk anything and nobody is going to pass anybody."

But Mosley argued: "The big advantage is that if the driver disagrees (with a penalty), or the team disagrees, then there is the opportunity for both sides to be heard and even go to appeal.

"So far we have always succeeded in getting an appeal hearing before the next Grand Prix."
